The 3rd forum on Green Energy took place on September 16th, 2010 in Riga organized by the The Ministry of Economics of the Republic of Latvia in cooperation with the Ministry of Agriculture, the Ministry of the Environment of
the Republic of Latvia, and Riga Technical university.

The Minister of Economics Artis Kampars presented the renewable energy resource action plan of (RES). The Action plan is
developed by the Ministry of Economics in collaboration with social experts.
A.Kampars told that potential of different types of RES to be
applied in the future and the main resource will be biomass, wind energy, biogas, and hydroenergy.

The main guidelines of use of is the middle term political document and the aim
of it is to determine the main principles for Latvian government on how to plan
political aims and actions on the direction of RES.

A. Kampars also said that the Directive 2001/77/EC is replaced by Directive
2009/28/EC and it will be transposed to the electricity market.
Electricity production from RES "prevents" greenhouse gas costs, which would
lead to the production of fossil power supplies - the premium "component of
GHG." Renewable energy plant, each set for 1 MWe "removes" 1 MWe, which
would be installed in the establishment of energy production using fossil
fuels - the premium "component of power". "The power components" receive any
power plant to generate energy using RES, the installed electrical capacity
utilization hours is not less than 3500 h per year, "power component" to
remedy the discrimination which exists at present in relation to RES. RES
technology to all types of resources and the price premium is the same.

Latvian Forest Industry Federation CEO Kristaps Klaus talked about the use
of renewable energy from forestry. Mr Klaus said that it is important to the
medium to longer term, fossil natural gas and other petroleum products
gradually replaced by a synthetic natural gas or liquid fuel, made from
wood.
Valdis Bisters from the Ministry of Environment, Climate Policy and
Technology Department, stressed that the assigned amount units can not be
replaced emissions allowances or be transferred to companies to cover
emissions.
